Won the appeal and funds not returned

One of my buy has open a case by telling item was not delivered, ebay refund the buyer. Since the item has been delivered I applied and won the appeal. This was happened on 23rd July 2021.Since that I have not received my money to PayPal. Since that is migration Time to payoneer ebay telling no records they can get from PayPal. Recently informed me funds sent for different PayPal account (under my name but not using) I have checked with that also but not received anything. Not I'm helpless on this. Ebay telling to contact PayPal, PayPal telling contact ebay. Now I lost my money and goods both.

You're from Sri Lanka, it's illegal for you to receive money through Pay Pal.

Refunds follow the same path as when the money was paid to you.  It can't change.

They informed me they couldn't find anything now, since not dealing with PayPal  and no records available. Only they can check refund issued.

That is nonsense.  Paypal isn't the only company that keeps records.  

To my knowledge it is illegal for you to use PayPal in your country.

PayPal sends money to Sri Lanka no problem. The problem is if a buyer or seller desires a refund PayPal can't do that since payments only  go one way there.
