This might be an out of date question given Ebay parting ways with PayPal, but we can still use paypal if we choose .
Anyone know why it takes so long for a PayPal withdrawal from one's bank account to actually show up in PayPal? I wanted some money in my paypal account hence the withdrawl from my bank; but 4 days later its still pending. Does it always take so long?

You can use PayPal to pay for eBay items or shipping labels.
You don't need it as a seller.
eBay puts seller payouts in your checking account not in your PayPal account. That normally takes 2-3 days.

Processing money transfers always takes several days. Any time you have received the money "instantly", that is because the receiving bank fronted the money to you as a courtesy. That is what PayPal used to do (usually) when you received a buyer's payment, and that's what the online bank accounts are doing when they advertise that you can get your pay check (any automatic deposit really) a couple of days early. They are fronting the money as a courtesy, and if the deposit doesn't go through for any reason, they will take it back again. Even if you have already spent it.
This is exactly the same as when you deposit a check into your bank account. The bank will usually make the money available immediately, as long as your account hasn't had issues or has a balance already, but they will take the money back immediately if the check bounces. With paper checks, that can be 30 days or more after deposit.

I too don't read very good, so I'll try to misunderstand your question as well. PayPal tells you right when you make the request, that it will take from x to x days to withdraw the cash from your bank.
Next time, an instant way to get money into your PayPal balance is to have someone send you cash via their PayPal account (and then you can repay them via another way). Also you can add cash from a Green Dot card, if that'll work for you.

I'd suggest that you go to your PayPal wallet and select your bank account as your 'Preferred' method of payment (while shopping online), if you just want funds (instantly available) to purchase with.
