Why did eBay send message, "Friendly Reminder: You have eBay fees that are due"

I'm in managed payments. All registered with payment option set to a checking account, same for payouts and payment .

 

Why then does eBay dun me with a message with subject line: "Friendly Reminder: You have eBay fees that are due", and a button labeled "Please pay today."

 

There is also the line, "To date, we have not been able to collect amounts you owe us from your pending payouts or your payment methods on file. You must pay these amounts to avoid restrictions on your selling activity."   

 

The phrase in red ink is simply untrue. eBay has billed my checking account a couple of times. Why be threatening?  The message was sent yesterday. Today I sold an item. Clicking the pay button results in a page with the message, "You don't need to make a payment."

 

What a waste of my time.

Why did eBay send message, "Friendly Reminder: You have eBay fees that are due"

First is a copy of it in your messages section on your my eBay page?  It has to be there to be a legit message from eBay.   There have been fake emails like that sent to sellers in hopes of getting their login and password.
