Ever since I got switched to the new payment managment plan, I have had nothing but problems trying to refund people. I have tried to refund people twice and it did not go through because of some problem but ebay won't tell me what it is. Do I need to have money in my paypal to refund under the new payment system? I don't really use paypal anymore since my payments don't go there.

I'm not sure, but yes, I think thats what they want. They want you to complete the setup to be able to hold funds at paypal.

PayPal is no longer in the process from the seller end when in MP.
Your problem has nothing to do with PayPal

Refunds would come from the attached checking account, or possibly from funds that are processing, or available.
If there are holds on processing another source my be required. Have seen post stating such.

When you registered For managed payments, you attached a checking account.
Your refunds should come from there, or if there is no money in that account, because a lot of people empty their MP bank account regularly, is there a credit card also attached to the account?
