When sellers were accepting paypal only, they paid the paypal fees for the transaction. Now that we are in managed payments, if a buyer uses his paypal account to pay for his purchase, who pays the paypal fees?

Sellers in MP do not pay PP fees.

There are, and have never been, PP fees for sending money (buyers), only receiving money (sellers). Since you can still invoice for other transactions outside of eBay I use "are".

Managed payment sellers have their funds processed by Adyen. They deduct your final value fees and the $0.30 transaction fee from the proceeds. You also have the option of paying for your shipping labels from the pending payout as well. The remaining funds are then transferred to your bank account. Buyers are not charged for sending money. Aside from eBay you are only charged PayPal fees for receiving money unless money is sent to you using the family and friends option.

Managed Payments sellers have their funds managed by eBay.
eBay deducts your final value fees and the $0.30 transaction fee from the proceeds
cleared by eBay's two payment processors PayPal and Adyen.
