You can use Payoneer USD for online payments via Payoneer Card. For a example you can use it to purchase items on eBay. That card cost $29.99 yearly.
And it's easy to get. If you receive more than $100 from eBay, you can apply for a card.

I have no idea, because members in the USA don't use Payoneer.
You would have to ask about this on the Payoneer website.

That's a question that you should contact Ebay or payoneer about. US sellers don't use payoneer and have little knowledge about it.

We would really like to know who is behind this.
The ebay administrators have also expressed interest in knowing who directed so many Sri Lanka users to do this stuff.

A Payoneer Card is a debit card that lets you withdraw your payouts from an ATM, or you can use it to pay for items in stores and places that accepts Mastercard. You can apply at Payoneer.

Who in da heck can read that many posts in two weeks? It took me over over 10 years to mark that many helpful votes.
Somebody must be serial jabbing.
It's sad I see a lot, and I do mean a lot of helpfuls marked on flat out wrong unhelpful or half azzed answers.
Whoever has guided the newbies to mark as many helpfuls as you can has made puppets out of them. What is the payoff? You don't get a badge for the number of posts you mark helpful.

As I heard, a Payoneer card is like a debit card issued by banks, but instead, it's from Payoneer.
The same benefits apply when you use debit cards.
You have to transact some specific amount to get this card by Payoneer. Some fee will be charged to you as well.

Until eBay started managing payments US sellers used PaPal. Payoneer wasn't needed. Now PayPal isn't needed because proceeds are deposited in the seller's checking account. Some countries have to get payouts via Payoneer.
