Hello, you may be better served taking your issue to the UK board. 
You are currently in eBay.com (USA).
Log out and try eBay.co.uk. (UK)

I had the same message when I was adding my credit card some time ago and I noticed that I have accidentally entered the wrong address (my work place instead of my leaving address). After I changed it, the card was accepted without any problems.

p.s. I'm still not sure how eBay are able to verify the address that is on my credit card account...
