I believe your Payoneer account must be successfully linked to eBay before you can proceed. The name and address on both accounts must exactly match your driver's license or National ID.  Payoneer lets you know right away if your  linking to eBay was successful.  Was linking to Payoneer successful? NEXT you add a payment method for seller fees that aren't taken from your payout.  The debit card you're trying to add for seller fees has to be from a bank account, and the name on the account has to exactly match.
