I gave a gift card to someone on Friday am after I checked the balance and it had a 100.00 when they went to use it on Friday pm it only had a 1.98 left on it some how some one used it to buy something on eBay how can I find out how this was done

You can't, gift cards are just like giving cash, can't trace it.

That is a common scam. People take the cards and remove the scratch off strip and copy down the numbers. Replacement strips can be purchased on the web. They then place the cards back on the display and wait for them to be sold and activated. They can then spend the card as they have the numbers.

I assume this is related to all those posts about finding the last few numbers on the card being scratched away. I suppose that's to delay spending so the crook can get in first.
