I tried 3 different options and still getting this issues, there is no issues with seller. There is no description why it was rejected, I found some similar topics, with no solution, EBAY what you are going to to with this mess ?

Because of a shortage of foreign currency reserves, many banks in Sri Lanka are blocking transactions that are in foreign currency, such as when you try to pay directly with a credit or debit card through eBay checkout.

You can use a PayPal account to pay with your card, because PayPal converts the currency and charges your card in the local currency 😉
