Ever since AliExpress was banned in India, I shifted to once gain using eBay to essentially make purchases from Chinese merchants who provide worldwide shipping.
I had made multiple purchases last year as well as early this year but over the past month, I have been unable to complete payment for any order.
If I try to add a card directly (card is enabled for international transactions), it completes the order without any deduction on my card and the payment fails. If I try to use PayPal, it redirects to the bank's portal for second-factor authentication and on successful completion ends in a loop where it repeatedly redirects to the 2FA screen.
As a result, I am unable to make payment using any international-transaction enabled card directly or through PayPal using their currency conversion or that of the provider.

I am from India too and I am facing the same issue. Contact eBay through eBay website or through social media and ask them to take down a complaint and provide a Ticket ID for their IT team to permanently solve this issue. Also, do tell them that other buyers have been facing the same issue.
Whenever I contact eBay, they waste 2 hours on chat asking me to retry the transaction, remove my cards from PayPal, re-add them, again try the transaction from PayPal as well as from cards, clear cache, cookies, use different devices, networks, blaming PayPal in the end but the issue lies with them and they do not admit it. It's their managed payments. You'll notice you won't face any issue when making payments to a seller enrolled in managed payments- offering Google pay and Apple pay as other payment options.

So you are not alone but it's appalling to see eBay not acting. My ticket is still pending with them. Perhaps they don't want buyers and their business especially from India where they do not let us use coupons and do not cover India in their Global Shipping Program.
