Why does the following message appear? How do I link the PayPal account?

You can't use Pay Pal to receive money.

Ebay is switching everyone to Managed Payments, so you have to sign up for it to be paid.

I believe eBay is expecting you to register a Payoneer account, which will give you the ability to both buy and sell on eBay.

I'm getting this "The ability to link a PayPal account is no longer available" message too, but when I go to sign up for the new payment system, it says "We’re not yet ready for you to update your account details. We’ll send you an email and a notification in My eBay when you can get set up".

So I'm stuck. I can't link my PayPal, and I also can't sign up for the new system, so there's no way for me to actually sell on eBay...

You'll have to wait until you're invited to sign up.

In the Seller Hub, click the Payments tab and you might see a link to let Ebay know you are interested in signing up.
