Technical Hiccup Problem

I keep getting the technical hiccup problem on eBay when trying to ask eBay to step in. I checked other posts that had similar issues but no real answer to them. Is this a normal occurrence with this?

EXACTLY THE SAME ISSUE BUT NO NOTICE NO NOTHING. Nothing on my end has changed, metrics are 100% accross the board, no unusual activity. it keeps showing available funds and next payout date (which is showing the date each day but no payout)...

Does anyone have any answers...???
