Whether tax is owed depends upon the laws in the location where the item is shipped to.

You are registered in Sri Lanka, and I don't know whether the Sri Lanka government requires eBay to collect VAT or not. According to the internet, the VAT rate in Sri Lanka is 8%. 

If you use a freight forwarding service in the USA, then eBay is required to collect sales tax based on the shipping address. If the freight forwarder is in a state that has sales tax, then eBay is required to collect the tax.
