Stuck in a loop between eBay and PayPal

Item didn't ship yet and the seller and I have agreed to cancel transaction.  Ebay says I can't request a return or refund because of PayPal.  PayPal says I can't request same because of Ebay.  Seller being told I have make return request and I am being told seller has to do it.  Item never shipped so there is nothing to return.  PayPal sent the money to the seller and he wants to send it back but is being prevented.  What do we do?

The seller is the only one who can cancel a transaction. It's an option available to him through the order.

So... there's nothing you  can do about the cancellation. One day past the Estimated Delivery Date, you can file an Item Not Received claim, though. Good luck.

Well it sound like the buyer open a case with PayPal instead of eBay which locks both down.

See if you have an open case on Payapl.

Thanks very much.  Yes I did open a case with PayPal by accident and cancelled it again right away.  I have confirmed with PayPal it is closed and the transaction is not on hold anymore.  Ebay telling the seller I have to open the case for return but Ebay is telling me that PayPal says no.  Each blames the other.
