I tried to list an item, it lets me go though everything then it says no,.. You don't have an Automatic Payment Method on file with us to pay your eBay seller fees. Until this is completed, you can't list or revise any additional items on eBay.

Have you signed up for Managed Payments and been approved?

Have you provided a funding source to cover any fee's and refunds not covered by the available funds in your Managed Payments account?

@kensgiftshop I have a PayPal account on my Payments section. Enough?
I am an old buyer and want to start selling and while listing my first item, it asked me to Create a Seller's Account, then actually stuck where confirmation code message isn't arriving to my cell phone. 
Any clue?

Pay Pal is no longer used to pay sellers.

Not sure about the confirmation code, haven't had a problem with it yet.

eBay is only for buying now.

US sellers have to give eBay their ssn and link a checking account for managed payments payouts. They need to attach a credit or debit card for seller fees that exceed your payouts.

Have you done that?
