This is not an ebay problem. You need to contact either your bank or card holder company.  They can explain why you are having issues with your card.

Recently, I had a similar problem with my bank's prepaid mastercard when making an online purchase.  It seems Mastercard and Visa have a secure code which merchants can use to validate a purchase.   According to my bank, my transaction was declined due to invalid AAV (Accountholder Authentication Value).    Specifically, merchants want to know whether they can trust the transaction.

So far, I have not had a problem with my Visa Debit Card.  Inform your bank that some of yor transactions are being declined and ask why.
