Yes.  You have been on eBay quite awhile, but not listing and selling consistently.

According to eBay's procedures, you thus are considered a new seller and will be subject to the same holds and restrictions that a new seller would be.

Yes if your a new seller or a seller that has not sold anything for some time.

If the item sells for $1000 or more, they'll hold the funds for 30 days.
