Shipped devices have not been paid!!!!

What is happening to eBay???   Why are they confirming payment on devices and telling me to ship when I have not received a dime?  I shipped because they told me to.  Two days later after they told me I was already paid, I have not received anything.  I can't even file a report, because they claim I have received the money!!!!

You are in Managed Payments which means that eBay is processing your buyers payment. Unlike PayPal which fronted you the money, eBay waits until they have the money in hand before they even think about sending it to your bank account. Depending on your payout schedule and your bank, it ca take 3 - 5 business days before your will see the money in your bank account. Hopefully, there will be no problems with your account, as that will delay things more.

The other thing you need to worry about is the New Seller hold. Since you just started selling and have sold a $200 item, eBay could decide to hold your money until the item reaches the buyer and feedback is left. Or up to 21 days.
