Reinstating with 1 time payment not working

If anyone has successfully resolved the following issue I would love to know how. My partner had an outstanding debt from 2020. He has tried to pay it with the one time payment and customer service and it never works. He was told it is in collections so eBay customer service can not help. He was given an 844 phone number to call and it is always busy. Or picks up and goes to busy all day every day. The number on google shows assigned to allowed credit. When he called another number they provided from eBay, it went through but their customer service  said they no longer handle eBay collections.  Does anyone have a path, number or process that actually works to get reinstated after being sent to collections?  Thanks!!!

Once it is turned over to a collection agency I believe you have to pay the agency instead of being able to make a one time payment to eBay.

If it went that far you might not be able to reinstate it because eBay loses money because debt collection isn't  free.
