First time seller I had to cancel the sale after a buyer made purchase, I don’t have a payment option set up and have not received or Ed the funds although the buyer has said the funds have been withdrawn from their account. I am now trying to make the refund but refund amount is down as the full purchase price that eBay are holding, I’m concerned I will be charged this full amount even though I haven’t received the funds. Please advise?

Yes, you have to cover the refund now.
Once the buyers payment has been processed and the hold released, the funds will sent to your checking account.

Add a credit card for refunds and for seller fees that will exceed the payout.

Well, set one up as soon as possible, eh?
You will need a bank account in your own nation. It must be a chequing account.
You will then need to provide identification.
Most US based sellers provide their SSN or ITIN.
You may be asked for further ID, especially since this transaction is going pear-shaped.
I used my passport. DH used his driving license.
There is also a micro-deposits system, but it can be tricky.
Many sellers will open a new account, unconnected to their household accounts for online sales.
When you get set up, and it could be a day or so, or it could be, as it was for one of my other accounts two months, your accumulate payments will be transferred to the bank account promptly.
Having a credit card as a further back up can be useful too. But the bank account is necessary because eBay cannot put money into your credit card.
