Re-paying for an item?

I purchased an item the would not arrive.

communication with the seller was nil!

they would not reply to messages.

I asked ebay to step in.

ebay refunded my money.

now after 18 days the item returned.

I have purchased a similar item from a different seller prior to this item arriving.

What is my next step?

If the item was shipped with usps, refuse the item. The item will be shipped back to the seller. Same with UPS and Fedex.

 I did not know what was in the package (plastic bag) so I have opened it!
