Question about payments and shipping fees

I am a new seller and recognize that there will be a hold on payments for my items.  I can't  find anywhere if that includes shipping fees? Will I have access to the shipping fees so I can ship my items?

Yes, but only when you pay for shipping through eBay.  
I know it works when you buy USPS postage, but have never used it for buying shipping with UPS or FedEx. 
Maybe another seller will drop in with that answer for you.

When you use ebay labels, scroll down to the bottom and select from the 2 options

"Use My Pending Funds to Pay" for this label (You can also use paypal)
