Question about VAT on eBay

Hi, I would like to have a clarification about VAT, for some items when I order from Japan there's VAT included, that made me suppose that if I pay VAT through ebay I shouldn't be asked to pay VAT (custome fees?) again when the courier deliver the item, is there any way to know if this is right, and in case it is, if they courier ask to pay the VAT I already paid to ebay, how can I make them understand it is already paid on ebay? thank you in advance for the answer!

There should be no additional fees if the seller is using USPS and the listing is EIS.

If the seller ships directly to you then you could incur a broker fee from UPS or FedEx that is in addition to VAT. It must be paid before you can collect your item.
