No where can I find a dropdown menu for making a Partial Refund to a customer. When the shipping is less than quoted or a customer finds a slight flaw but still wants the item and we agree on a partial refund to resolve any issue I was advised by an E-bay representative that my customer must file a complaint against my business FIRST then that allows me to offer a partial refund.....WTH.....Unhappy customers and unhappy sellers. We always without exception try to work things out to retain 100% customer satisfaction BUT someone at E-bay apparently doesn't know much about retaining good customers.....Has anyone else had this problem since E-bay went from PayPal to Managed Payments.????????

I'm not in MP but I found these instructions in another post.
Go to the paid/shipped page in Seller Hub.......find the transaction.......and then click on the drop down menu under the item title....refund is about 3/4 of the way down..........
There is also a screen shot in post 8 on the thread.

@navymedic67. Always come here first for help, cs makes up some crazy answers.
Go to the sold item and select the drop down menu next to the item > issue refund is in that menu.
EBay does not refund sellers fees on partial refunds.
