So I seen some posts about pre-authorization holds from way back in 2022 and 2023 so I'm dealing with the same thing I placed an order on Saturday and the money was in my account one minute I place the order it didn't go through for some odd reason I went back to check my account and the money was gone eBay is saying it's a pre-authorization hold or something and wanted me to put another $99 to pay for it again and I didn't of course and I called them argued with them and they said it was the bank's fault well I called the bank and they said it was a baseball so I got them both on three way and now it's nobody's fault but my money is still on hold and then I ordered another printer it was $93 and I ordered the wrong one so I canceled the order it says that the refund has completed but it's not in my account is pending or anything but the other charge for the $99 it's still pending in my account and nobody can seem to get the authorization hold off and from what I understand there is no pre-authorization hold I didn't have the problem when I ordered the first printer so I don't understand why I'm having a problem now and they're saying the pre-authorization is due to be lifted on the 19th of this month which is ridiculous how can they put a hold on my money when I was buying from a seller not them does anybody else have this issue?

If your bank puts a hold on the funds, you need to have enough money to cover the payment.
If the price is $99, you need $99 to cover the hold and $99 to cover the payment.
When the payment is complete, the hold is removed.

This is eBay's help page about paying for items (link) which says, in part:
These payment authorizations are not charges, and will typically be removed from your account within a week. In some cases, your bank may take up to 30 days to remove these authorizations

Refunds are typically available within 3-5 business days; it depends on your bank's processing time.

That makes no sense it didn't happen the first time I ordered,and my bank didn't do the hold ebay did.

As explained these holds are a fact of banking. Before I started using credit cards, I had holds placed on my debit card for gas, the hold from one station was $250. For GAS! This hold often stayed on my card for 3 to 5 days! That money was frozen and I was unable to use it. Not all places use holds and the amounts vary, believe me I stopped buying gas at that place.
Now I use credit cards.
It's an inconvenience but it's part of life. Sorry.
