I recently placed an or Best Offer on a seller's page and it had me pre-authorize the purchase in the event the seller accepts. How do I place that feature on my Best Offer listings as that would cut down on the dreaded non-payment issues?

Which buyers are required to pre authorize a payment is a test program that ebay has implemented.
Not all buyers have to do it at this time.
As a seller you can go to your "buyer requirements" where if you scroll down you should see that there is a box check marked requiring the preauthorization of payment, but again, at this time it only applies to buyers that ebay has chosen.
Idea is that at some time it may apply to all buyers.
Some sellers uncheck that box, as buyers may want to make offers on multiple items.

It means that they must pre authorize the amount of their offer before they can make the offer.
Drawback for the potential buyer is when they use a CC for that the amount becomes frozen(pending) by the CCC for some even if the offer is not accepted.
