You are talking about the Monthly reviews that Ebay has done on sellers for years, regarding our stats. The OP is talking about one done in MP.
I feel very badly for you. While I don't agree with you that a warning or heads up needs to be given a couple weeks ahead of time. My opinion is that Ebay has ZERO need to hold ALL a seller's funds during a Performance Review. There is simply no need for that. No other site does that and many do Performance Reviews.
When PayPal performed them and they did periodically, they only selected one transaction to hold.
I've presented this question to Ebay as to why in the world they think there is a need to hold our money during a performance review??? I can't personally think of any good reason for it.

Yes I was. And yes there is a different type of Performance Review that is specific to the MP system and security.
They are random and no way to know when they may or may not affect you and your account.
All you need to do is a search of the threads. The Woods are full of sellers having issues with the Performance reviews by the MP system because without notice, your funds are held 3-5 days and a couple cases went longer than that.
You have a GREAT question regarding a link to this policy. I honestly don't think there is one or at least I've never seen it.
Let's see if we both can get it. Is there a written policy for the Performance Reviews conducted by the MP program? If so, may we have a link.

Hi @mam98031 - there isn't anything spelled out other than what's available in the Payout holds section (link here) of the Payments on hold Help Page.
Other than that, the Payments terms of use has a section on Holds (link here).
