eBay holds payments on new seller for 14- 30 days.

What the other person said is true.  Also , if ebay asked for any documents like a valid ID or a receipt, you will need to submit those items too.  You did sign up for managed payments, right? You did send a social security number to them? Did you verify your bank account?   All of these  if not done will also result in ebay holding your payment.

New or infrequent sellers will experience transaction holds while learning best selling practices. This helps sellers become established and build a strong selling history on eBay. New sellers typically experience holds for up to 14 days, although sometimes it may be longer

Buyers have 30 days through eBays Money Back Guarantee.  This is to ensure that the transaction went positively for the buyer and in the event of a return for not being described or item not received,  the funds are there to refund the buyer.
