I’ve sold my items but can’t receive the money when I go to payments and stuff I don’t have the option to payout

It looks like you're still in PayPal, so your funds would go there. Could you be under the 21-day New Seller Hold?

There is no such thing as "the option to payout". If buyers pay you, your money goes to your PayPal account. Have you looked there?

If you were paid, the funds will be in your Pay Pal account.

Since you sold digital items, they'll hold your funds for 21 days since there is no tracking.

If you're lucky, the buyers won't file an INR and get their money back.
