A buyer from China opened a case against me that item wasn't received. He/She was using a shipping service in Portland and that's where I sent the item. The buyer wanted a refund. I supplied all of the info to eBay about the transaction. They notified me that the item had been delivered and case was closed, but my payout is still on hold after a week. What now? Is there anyway to contact an actual eBay representative? It's not a huge sale but I'd still like my money.
