According to the Central Bank of Sri Lanka, it appears that people in Sri Lanka need to register as a business first, in order to be able to receive payments in foreign currency, to their BFCA (Business Foreign Currency Account). Then, you need to register for eBay managed payments, and you will need to have (or create) a Payoneer account when you do that. Your bank account, Payoneer account and eBay account all need to match, so if your bank account is a business account, your Payoneer and eBay accounts have to be business accounts too, and your name and address have to be spelled exactly the same. Payoneer will verify your identification documents, which may take a few days, or a few weeks.
For sellers in Sri Lanka, Managed Payments will be able to deposit your payments into your Payoneer account. Here's more information about managed payments for sellers outside the USA.
