Today ebay sent my payment to my cash app but my cash app doesn't show anything of the sort. Does cash app usually do a 3 day hold as well? Ebay held my money being it was my first big sale and I waited, today it sent but its not showing on my cash app?

I don't know of a cash app that receives payments from eBay sales. You have to link a checking account through Managed Payments. (Hopefully, if I'm wrong someone will correct me.) Also, if you're new to selling here, there will be a Hold on all of your payments for a while.

Have you sold some items in the past this month? There is a 30 hold on funds for new sellers who haven't sold anything in a month. Doesn't matter if you been with eBay for years. You are considered a new seller if you haven't sold anything in a month.
Or....this Saturday was a holiday...usually there are no deposits on Saturdays, Sundays or Holidays.
I have "Instant Payouts"...so I can get my funds anytime.
I didn't know you could use "cash app" to received funds. Usually need a bank account number to receive funds.

Interesting fact....some sellers are trying to opt out from getting a 1099k at end of year...trying to use other forms of receiving their money. "Cash app" will fall in line with eBay and Pay Pal getting a 1099k form at end of year whatever the sum Congress decides.

You can't get paid through Cash App, you need a checking account.

Does not matter where the money is sent after going through eBay, it is the money passing through eBay that was paid by the buyers that is used to generate a 1099, not what account it was sent to. Even the money received on local pickups is counted against the total amount received when the code is entered to prove delivery.
The hold on payout, is for new sellers and anyone that has not sold in the last 90 days and can be up to 30 days (could be longer in some cases).

You can receive ebay payments through cashapp (I do) if you have a verified account set up and it gives you an account and routing number to receive direct deposits as well as direct debits.
I usually get my funds within 24 hours of when ebay initiates the deposit.

CashApp, is not a bank.
It might work for a little bit, but they'll make you change to a checking account.

It Is a checking account through Sutton Bank with the same requirements as any other bank (brick & mortar or online) when opening an account. For over two years ebay has accepted and verified account through bank statements and other documents requested just like any other seller/checking account through any other bank.
I think people are thinking about the person to person cash transfer account when someone says cashapp but the checking accounts through the bank are ones in which your identity and information must be verified. Just like ebay identity verification, if any information is off or can't be confirmed, you will be denied and could be banned from using any of their services.

I'm having the most difficult time adding my CashApp debit card for a payout option. The system won't accept it as a debit card. Even the customer service agent couldn't help me. How did you manage to do so?

You need a checking account through a bank to be paid, not a debit card.
