96 hours after the listing ends you will be able to cancel. Be sure to choose non-payment as your reason for cancelling. This gives them a strike.
Sellers can block bidders across eBay who have earned 2 or more strikes in a year.
You will also want to add them to your blocked bidder list.

You now have to wait 4 days and on the 5th eBay closes it for you and refunds all fees except the .30. pretty sure from reading the post, the seller can not open a case and has to let it play out. The non paying buyer will get a strike. There is no need to contact the buyer, they know they bought it but are flaking out.

If the buyer has not paid, there would be NO 30 cent fee nor would any refund be necessary.
Ebay does NOT automatically file for the Cancellation due to non payment UNLESS you have your site preferences set to have them do that. It is a choice for each seller to make. I have chosen to do it myself.
