Payment stuck on processing

Hi, I just bought an item in eBay and paid using a virtual card (Maya which is like Afterpay here in the Philippines) through PayPal as the payment method. My card was deducted with the right amount and my payment was processed, however, after a few minutes, it was refunded back to my account balance. Now the weird thing is that it kept on processing my payment and then gets refunded after. It went on for about 5 times until I moved my account balance to another one just to break that cycle. And left my eBay purchase at "Pending Payment".

 

When eBay cancelled the purchase, I tried to buy once again using a different credit card which is a physical card this time issued by traditional bank, but I still encountered the same behavior. 

 

Has anyone experienced/encountered the same issue before? Is the issue with eBay or with PayPal?

Just to add, I have been using both the virtual and physical cards through PayPal on all my purchases. And I just used the physical one last month.

Where is the seller located that you purchased from. I do not know for sure but check to see if they ship to your country. Others will be along with more info.

Seller is from New Jersey. I am using a US address (forwarding company) as well for shipping.

eBay didn't  cancel the transaction. The seller cancelled the transaction.

If the transaction was cancelled then for some reason the seller doesn't  want to sell to you. In that case you should not  try to keep buying from that seller.

Maybe you are right since I also sent a message to the seller if the purchase can be cancelled so that I can retry with another card (still through PayPal).

 

After that second attempt, purchase was cancelled once again. Third time was successful, used the same card directly without going through PayPal and my payment was processed without getting refunded over and over again. So I guess it’s a glitch/issue with PayPal.
