Yes, your payments can be held for 30 days.

There are no fast payments for new sellers.

You are new at selling and eBay holds funds on new sellers or sellers returning after not having sold in 90 days. The want to make sure you ship and deliver on time and the buyer hasn't  complained before they release the funds. Sometimes it will be released in 14 days even though they say longer. Or sometimes it takes a few days longer than they say.  You'll have to wait it out.

The delivery of your item is estimated up to January 16. So, your buyer might not even receive it for 71 days or more. EBay has this delay for all new sellers. I assume your wait time is longer because your delivery time is longer.
