My payment is on hold after selling an item even though the buyer has sent feedback and the item has been delivered and I can’t contact ebay or paypal to release the payment, is there anything I can do to get the payment released?

I've had this problem in the past. You need to phone PayPal on 020 8080 6500 and inform them a positive has been received. In theory they're only supposed to apply this restriction in the following circumstances:
1 When Positive feedback is less than 100
2 Where there's been a case opened up or a dispute.
3 When certain items are being sold with a high risk of fraud such as mobile phones.
4 Overseas sales where there's a high risk of non-delivery.
In practice PayPal will apply this entirely at their whim making you wait for whatever reason, without giving a reason and are utterly unaccountable to anybody.
Nice to sell things when you're desperate for money and PayPal sit on it making interest at your expense and inconveience.
