if nothing has been sold on the account in question, then it is treated like a new account (with restrictions).
"part" of the reason why is because scammers like to finagle there way into established accounts and rip people off, another reason is there is no reasonable assumption that a inconsistent seller will perform the same as in the past. so, funds will likely be held and ebay may request updated personal information as required by law, even if nothing has changed on their computer it has "timed out".
so take all of it with a grain of salt, that's just how things go now.
