some times i have to try 5 ,6 times for pay.why my card was not accepted ?

It's where you live is the problem.  Your lovely country is still in dire straights and your government wants to keep all the money in Sri Lanka instead of letting you spend freely  on foreign transactions.  They're allowing banks there at times  to limit foreign transactions. Call your bank and find out what your limits are.

It's your bank in Sri Lanka that is blocking the payments, contact them.
