Do you have a business license? Your government requires one to sell online. eBay will verify that. So have one before you try to attach a Payoneer account.
Next is make sure the name and address exactly match your National ID on all your accounts.
When you sell on eBay you can sell on a personal eBay account or a business eBay aaccount. It doesn't matter to eBay. You can list from either type of account.
For attaching easily whatever type account you registered should be the same type of Payoneer account. A personal Payoneer if you have a personal eBay account and a business Payoneer account for a business eBay account.
Now when all your duckies are in a row and you successfully attach a Payoneer account you still cannot sell for 2-4 weeks. It takes eBay awhile to verify everything is accurate and everything matches. When you're approved you'll get an email telling you you're all set.

Don't be sucked into buying a store subscription right away. When you're new you'll have listing limits and they are gradually increased monthly so you'll be paying needlessly for a store at first. When your limits are fully increased is when you should buy a store subscription.
