My PayPal account is not linked to eBay. What is the reason

You have bought items in the past, so you must have been able to pay for them somehow. What are you trying to do, that isn't working?

If you are trying to start selling, new sellers can't use PayPal to receive payments anymore (and PayPal is not allowed for receiving payments in Sri Lanka anyway). New sellers in Sri Lanka have to register with managed payments, and provide a Payoneer account to receive payments. After you register, you may have to wait a few weeks before your account is activated for selling.

@muralk4, your address is wrong. eBay thinks that you are in the USA.

You need to change the country in the address to your real country, which is Sri Lanka according to your feedback page. Then wait for the form to update. It will change the boxes so that you have the right boxes to fill out for a seller in Sri Lanka.

In Sri Lanka, people are not allowed to receive payments to a PayPal account. You are only allowed to use a PayPal account for making payments there, not receiving payments.
