What will happen to the existing PayPal accounts before it got cancelled.

Paypal is a separate site.  You need to check that out with Paypal.  Ebay has no control over if you have a Paypal account or not.

eBay didn't cancel anyone's PayPal account.  It just stopped using PayPal to process buyers' payments for sellers.  We can still use PayPal to pay for purchases.

If you opened a PayPal account ... and didn't close it yourself ... you still have your PayPal account.  You just go to www.paypal.com and sign in to your PP account.

The OP is Sri Lanka.  To my knowledge they can't use PayPal in Sri Lanka.

Of course you are correct that Ebay has nothing to do with anyone's PP account.  I still have mine.

As long as you haven't tried receiving money through the Pay Pal account, nothing will happen to it.

Unless it's changed recently, they can use Pay Pal to send funds, they just can receive them.
