Odd withdrawal from my managed payments account. Has anyone had this happen?

So I got an email saying that there was a withdrawal from my Managed Payments account.  I use Capitol One.

I have no idea what this is.   And the "eBay Inc1RMUBGKR" I have never seen before.  I got my weekly transfer from eBay yesterday as well.  Everything from Ebay just comes from "Ebay"  Nothing has ever come out of this account.  All of my fees are paid from my balance before transfer to my managed payments account.  Has anyone seen this before?

Have you used eBay shipping?  They do bill if they think the shipping you paid was not enough?  Look on your my eBay page under accounts and go to summary. That should have a list of all charges and fees.
