I am on Managed payments and have been for over 6 months. This year I changed my account to a business acct and updated my banking info to my business info and was getting payouts for a few weeks and then it stopped. Every time I ask for a call back I get a different answer, I ask for a supervisor and they never call. eBay is holding my money hostage. I have done everything they have asked me to do, update routing #, update account info and so on. The most recent thing I was told was they needed to put a banner on my account so that I can upload a bank statement. Still have not seen the banner applied to my account. What can I do short of taking legal action?????

But yet you keep your listings up? Maybe it's time to put them in Time Away until you get this straightened out.

From my experience, your problem is switching it to the biz account. MP is not set up that well for biz accounts. Who am I kidding...its not set up at all for those wanting to switch!
My suggestion is this:
Go back to gettting the funds into the old account.
In the meantime, go to your biz bank and open another account, but personal account.
After you get your first statement, (which MP WILL need) transfer the payout to the new personal account.
Working with your bank, have your payouts swept (as often as you get your payouts-for me its weekly) so the swept amount INTO the biz account is identical to the money in and out from the personal account.
Its a long tedious process but its the work around for something that ebay cant quite get right.
