I noticed a user that just created an eBay account today has bought my products but has not made the payment yet. I am wondering if it is a scam user that just wanted to take my items out of stock. Wondering if some has seen the same issue.

Couple things. Anyone can have multiple Ebay accounts, even using the same address for each account. But a REQUIREMENT of the account is to have a different email address. You can't have two accounts using the same email address.
ANYTIME a buyer is asking you to go outside the platform with communication or payment, it is 100% a scam. They will be trying to steal your product and likely your money too. Never do it no matter what reason a buyer may have. It will never work out for you.

I am really glad I searched his "email" address as he did the same to me recently. A "Fred Joe" who emailed me after purchasing the item to send him my phone number and PayPal email address...
It's absolutely a scam and I noticed I cannot even send them an invoice as it says "there are problems with this user's account." It also appears they are no longer on the site. Good riddance, I say! But what a disappointment. I am sorry you had the same issue.

Cancel the transaction as problem with the buyer's address.
When you get a message like that it is 100% of the time someone that is going to scam you out of your money or your product or both. NEVER EVER take your communication with a buyer off Ebay. It is a GUARANTEED scam.

I am here for the same reason as the original poster. I too had a product ($150 watch) selected and received same message from a buyer asking me to contact at countrycowboy798@gmail or call him at 214-888-2411. His buyer profile name is fred2787 listed as being in Lincoln Park, MI…. So given your above information how is this email able to have, what I have counted in this thread alone, at least 8 separate buyer profiles -established, in one situation, only days apart ?
The buyer profile names I’ve seen here are all rather similar (some form of Fred/Frederick/Frered) and I noticed that the numbers are all centrally located in the greater Dallas, Tx Metro (469/214/972/945) areas.
Is it maybe possible for one email to be used for multiple buyer accounts? Or is this a situation where the account used to try to get over on seller A is deleted when it looks like it’s not going to work, so a new account is opened to move in on (this seems like an incredibly inefficient scam-with very little financial or other gain) seller B?

The advice remains the same as previously stated. Anytime a buyer is trying to get you to take the communications with them OFF Ebay you are absolutely guaranteed that they are going to attempt to steal the product and your money from you. Report the buyer and cancel the transaction using the reason problem with their address.
As for your question about emails and accounts, the answer is no. A member can have multiple accounts, even the same name and address on the account, but each account has to have their own unique email address. Don't confuse an email address a buyer gives you with it also being the one registered on the account they are using. The two do not have to be the same.
You can try to justify this in any way you want. You can even try to complete this transaction if that is what you choose to do, however keep in mind you will lose your product and you will likely lose the money too.

I believe they are playing this same scheme over and over.
Likely to be a different person, just working a well known scam from the same known playbook.
It might be worthwhile using the social media eBay employees * and informing them -- particularly that the same phone numbers and email address are being used.

It seems like EBay can’t do anything to stop this scammer. The buyer bought one of my item on 3/24/2022 and no payment made.

I would wait, until you receive payment. Also, I would note on the lisitings "payment must be received within __ days." "Immediate payment required," etc.

Not everything is a SCAM. Besides you are not out any money or product at this point, so it can't be a Scam. You simply have a non paying buyer.
Have you politely sent them a reminder invoice? If not, that should always be your first step if you haven't received payment by about day 3 after the purchase.
Then if they still do not pay, on day 5 you can cancel the transaction for non payment and get all your fees back.

I’ve received the same message as above sellers from the buyer asking for my paypal and contact him at the same number and email address. Today I clicked on the buyer’s ID shows ‘no longer a registered user.’

We can only go by what you post on a thread. This isn't information that you previously provided unless I missed it.
It is ALWAYS an attempt to steal from you when a buyer or potential buyer asks you to take your communication and / or payment off Ebay. It is 100% and an attempt to steal either your product or your money or both.
Never take your communication off Ebay. Tell your buyer that you require them to communicate with you through Ebay and that there no reason to take it off Ebay.
