You may have missed a point here. Let me repeat: If/when a buyer has not paid within 96 hours of the end of the auction/listing, the seller can cancel the transaction, using "buyer didn't pay" as the reason for the cancellation.
That buyer then receives a "strike". Two strikes in a twelve month period and most smart sellers have set their buyer requirements so that they don't have to deal with that buyer. A seller can set their listings to cancel automatically after 96 hours with no payment.
Don't understand your statement about utilizing the rule a few times. Nor the statement about acting sooner than later.
