I sold an item and eBay had my funds on hold until I provided a postal tracking number. I provided a tracking number to eBay and eBay stated my funds would be transferred to my PayPal account within 24hrs. It’s been 48hrs and my funds have still not transferred to PayPal.

Legit payment holds are not released by simply providing a trcking number.
They can be released 24 hours after that tracking number shows delivery.
Was the payment transaction in your Paypal account before you shipped?

The message you got looks suspicious. As you don't seem to have any item listed for sale, I can't say whether you are in managed paymants or not.
If you are in MP, funds being on hold have NOTHING to do with the tracking numbers. You can mail your orders without tracking number and that is not a reason to hold your funds. I mail items routinely without tracking and there is no hold at all. The only reason to hold your funds would be if a buyer opened a case against you, e.g. item not as described, or item not received. In such a case, then yes, you would need to provide the tracking number and the tracking would have to show that the item was delivered. Also in MP, your money is transferred to your bank account. ebay and Paypal are now two different companies.
If you are not in managed payments, it means you have been paid via Paypal and there is nothing for ebay to transfer. Your payment should be already in Paypal. Again, situation changes, if the buyer opened the case. That message looks to me like a scam, unless the buyer opened a case.

eBay doesn't work that way; if you're being paid into your PayPal account, eBay never touches the money, so they wouldn't be transferring it to you. If your funds are on hold, the transaction will still be visible in PayPal. Also, the hold will not be released until the tracking info shows that the item has been delivered.
The info you've given sounds like a very common scam. Did some actually buy your item through your eBay listing? Did they ask you for your PayPal email address? Is the transaction visible in your PayPal account?
