ebay gives you two options
by default: ebay charges you shipping fee from bank account if you buy their postage automatically.

Much of what you describe is incorrect.
Sellers are Required to ship within their stated handling time on the listing the buyer purchased from. If a seller wants to wait and not ship until the money is in their bank account, then the seller should make sure that their stated handling time on their listings is appropriate for this length of time.
If a seller creates their shipping label through Ebay, they have a choice to have the cost of the shipping label to be deducted from their MP account or their PP account. Seller choice. Once the seller sets their choice it will remain that for each subsequent label until such time that the seller changes it.
Ebay doesn't "process orders" at all. Sellers do that. And processing an order has nothing to do with when a payment clears in MP. A buyer has paid for their purchase from the moment they submit payment. When it clears is a separate issue.
MP is a money processing program ONLY. It has nothing to do with when you ship or even if you ship. It has no requirements on your listings other than payment methods available to your buyer and where you receive your money, which is in MP of course.
All payments that a buyer submits at the time they purchase your item will clear MP and go to your bank account. Buyers have no ability to cancel or retract a payment. They never had that ability in PP and they don't have that ability with MP. So every payment will get to your bank account within the process of MP.
