I have a product that I have advertised for sale for local pick up only. I have an individual who purchased the product and now has decided that he can’t come get it. He explained to me in an email that he wants a refund and since I haven’t sent it, I’m obligated to return his money.
I explained to him that I would be more than happy to help him with shipping if he would send me a shipping label. He has refused to do so and now doesn’t even respond. I have been paid fully through eBay.
How long do I have to wait for this individual to pick up the item? Am I obligated to return his money?

Why don’t you ask him for his PayPal address and send him an invoice for the cost of shipping? Better than losing a sale?
Can you keep the money? I believe eBay’s policy says yes since buyer didn’t pick it up. However, I wouldn’t feel comfortable doing it ethnically and would refund the buyer and relist item. If it sells once it will sell again. I would allow shipping the second time around.

Are you obligated to return his money? You have the item and the money and ownership doesn't take place until delivery. So what do you think? Are you asking permission to be a scam artist and have a $500 windfall?
You don't have to ship hazardous material but you should cancel citing buyer requested and refund his money.

The old policy was cash only and pickups not covered.
The new policy requires sellers to offer an electronic method and in order for the seller to be protected from not received claims they need proof of delivery.
