Lack of support from eBay personal

I am a top rated seller. I offer no questions asked return policy and ship out my items within one day. I am supposed to get a discount on seller fees but do no. I have called multiple times to eBay and the responses lack any knowledge. It seems that the account help people from eBay have zero intelligence. I believe I am getting more response from my dog.

as a result, I have added 16% to my selling price to overcome this. Is there anyone from eBay who knows what they are doing?

With 2 business day handling @jeffone , your listings do not qualify for Top Rated Plus status, therefore you do not get the discount on final value fees. Reduce handling time on your listings to 1 business day to qualify. Shipping out in 1 biz day doesn't count for TRS+ when your listing advertises 2 biz days.

Also keep in mind the discount is 10% off the fee, not a reduction of 10%

 

So if your typical fee is 13.6% and let's say (for the sake of making it easy) the buyer paid a total of $100.

 

Your final value fee on that is $0.40 fixed plus $13.60 variable.

 

With a TRS+ discount, that lowers it to $0.40 fixed plus $12.24 variable for a savings of $1.36 on a $100 sale.

 

Edit to say: I added in that clarification because some people mistakenly think the 13.6% will be reduced by 10% down to 3.6% rather than how it actually works which is 10% off the 13.6%, coming out to roughly 12.25%. You mentioned increasing your prices by 16% so I thought the clarification on the discount may be relevant here.

And WHERE do I verify that I have 30 day shipping returns and one day shipping?

When you list your handling time should indicate 1 day or less handling AND offer free 30 day returns.

To set handing time to 1 day or less you need to select it in your shipping. 
When you set up returns you should indicate 30day returns seller pays

eBay charges 16% in seller fees so I have increased ALL MY LISTINGS by 16% to cover this. And

i will repeat again:
